RELIEF ACTIVITIES FOR SURVIVORS OF THE HANSHIN EARTHQUAKE
The day after the Hanshin Earthquake on January 17, 1995, the Osaka YWCA started mobilizing medical support and endeavoured to provide information to the victims.
【VOLUNTEER SERVICE NETWORK (KOKORO NO CARE)】
With the objective of helping victims to cope with the psychological and emotional impacts of the disaster, the Volunteer Service Network (Kokoro no Care) was established with the co-operation of volunteer professionals who assumed key roles in the program. The Kokoro no Care activities are ongoing through programs for children, and visits to the elderly who are living in temporary housing.
Volunteers help victims through the healing process by visiting and talking with them. Dr. Takako Konishi (Professor, Tokyo Medical and Dental College) and Dr. Tetsu Nishizawa (Japan College of Social Welfare) serve as Advisors to this program.
Activities included:
Phase 1(January 28 to February 28)
Immediately after the earthquake of January 17, 1995, Osaka YWCA Volunteer Service Network (Kokoro no Care) was established with 100 volunteers.
Under the supervision of professional counselors, volunteers visited temporary shelters in disaster areas and stayed for two nights and three days at every site.  Areas covered were Ashiya City, Higashi Nada Ward, Nada Ward, Chuo Ward, Hyogo Ward and Nagata Ward.
Phase 2 (March 1 to April 2)
Volunteers assessed the situation in each disaster area and determined the activities to be carried out. Five spot leaders were appointed and the activity system was strengthened. In addition to volunteers from the Kansai area, 70 volunteers from the Kanto Area Mental Support Mission participated.
Phase 3 (April 10 to June 30)
Day visits to temporary shelters were carried out. New volunteer teams were organized and training was conducted.  Volunteers were chosen from  those who participated in Phases 1 and 2. In May 1995, visits to temporary housing started.  Five groups continue to visit specific temporary homes on a regular basis.
Phase 4 (June 1, 1995 to January 31, 1996)
Volunteers visited residents of temporary housing two or three times a week.Three training programs were held to train local volunteers.
Phase 5 (February 1, 1996 March 31, 1999)
Regular visits were made to residents of temporary housing and training programs for local volunteers continued.
【PROGRAMS FOR CHILDREN】
1. Kobe Kids - Vitamin I Program
・Vitamin I Camp (May 3 to 5, 1995)
Sponsored by the Asahi Newspaper Welfare Culture Section.
The camp was designed as a healing camp to help children in areas affected by
the Hanshin Earthquake regain their health and recover from the psychological
and emotional effects of the disaster.
・Performance Camp (August 18 to 20, 1995)
Children's theatrical and musical performances were held for earthquake
victims in temporary housing areas.
・Monthly Meetings - Held as of July 1995
・Leadership Training - For youth leaders in disaster areas.
2. Wai Wai Kobe Kids - Once a month since February 1995.
【URGENT RELIEF ACTIVITIES】
DOOR-TO-DOOR VISITS AND INSPECTION OF DISASTER AREAS
Carried out January 18 to 20 by 22 volunteers.
ACCEPTANCE OF RELIEF GOODS AND CASH DONATIONS
From January 18.
TRANSPORT OF RELIEF GOODS
Carried out from January 19 to February 18, inclusive, a total of 46 trips in 26 days.
CLASSIFYING RELIEF GOODS
January 23 to February 13, inclusive, a total of 12 days with 50 volunteers.
DELIVERY OF MEDICAL SUPPLIES TO ATOPY PATIENTS
(28 CASES IN HOSPITALS, HEALTH CENTERS, NURSERY SCHOOLS)
Medical supplies were delivered by 13 participating vehicles to 28 beneficiaries for six days during the period January 21 to February 15.
HOME STAY AND RELOCATION ASSISTANCE FOR RESIDENTS
WHOSE HOUSES WERE DESTROYED
Three cases were handled (two home stays and one introduction to a new home).
ARRANGING AND TRANSPORTING BELONGINGS OF EARTHQUAKE SURVIVORS
Three cases were handled by five volunteers.
TEA SERVICE ON ROUTE 2
Provided in co-operation with Ashiya Church from January 20 to 29. 46 people volunteered.
ASSISTANCE FOR THE BLIND
From January 25 to February 3, volunteers assisted blind earthquake survivors in bathing, doing the laundry, reorganizing and repairing their homes.
SUPPORT FOR THE KOBE YWCA RELIEF CENTER
Kitchen helpers, nurses and other volunteers were dispatched to Kobe from January 24 to February 18 to assist in relief work. A total of 114 persons volunteered.
DISTRIBUTION OF BOILED RICE AND OTHER FOOD TO SURVIVORS
This was carried out, mainly in the Nishinomiya area, from February 19 to April 2, a total of 11 days, by 69 volunteers.
COUNSELING AND INFORMATION SERVICE
Counseling and information services were provided to foreign students and expatriates living in Japan, and to the general population.
BRIDGES TO OSAKA
Bridges to Osaka is an orientation program in October (1998 attendance: 75) for foreign residents. The program highlights the understanding of changes and adjustment which moving to Japan requires. The program addresses some of the challenges, such as medical concerns, coping with the stress of a new culture and language, and provides access to resources in English. Bridges to Osaka encourages non-Japanese to explore Japan and to become independent and productive. As a follow-up, the Bridges continues with monthly events.
